The set is large at 191 cards in the main run and 252 in total, so eighteen packs is a sample rather than a serious attempt at it, and nobody should buy this expecting to complete anything. Check that a listing is a manufacturer-sealed half box rather than eighteen loose packs bundled together by a shop, since the two are priced very differently and only one is sealed.
